Job Goal: To work on the job site as a member of the construction team, as required by the construction conditions that exists at the time. Coordinate with the General Contractor, Sub Contractors, Architects, Engineers and Commission Services to make sure that the facility is constructed meeting specifications in a timely manner, with quality assurance. Qualifications: 1- BSc in Civil or Arch. Engineering. (Preferred universities: Cairo, Ain-Shams, AUC, Fine arts Helwan (Arch. Dept.), Alexandria). 2- Not less than 4 years of experience in relevant field where at least 2 years as site execution engineer. 3- Experience in project management (preferred certified PMP) 4- Good commandment of Computer Aided Engineering Software (AutoCAD – Microsoft project/Primavera – MS. Office) 5- Good commandment of Spoken and Written English. 6- Problem Solver and fast acting. Specific Responsibilities 1. Monitors Construction to make sure building is built according to design and specifications. 2. Monitors construction schedule and alerts the Architect/Owner to conditions that may lead to delays in the completion of work or when the construction schedule falls behind. 3. Communicates with the Architect’s office and Owner regarding the daily progress and problems associated with construction. 4. Provides daily documentation and written record as to the progress, problems, solutions, inspections, change orders, construction changes, meetings, shop drawings, products, color schedules, and other items that reflect the progress or lack of. 5. Provides written and verbal reports to the projects manager directed. 6. Receives and responds to the Contractor for information and coordinates that request with the Architect’s or Engineer’s office or Owner. 7. Reviews changes as submitted by the Contractor with the Architect or Engineer’s office and keeps Owner informed. 8. Attends meetings as the Owner’s Representative with the Architect, Engineer, Contractor or Sub Contractors as required. 9. Observes test required by the contract documents and/or as part of systems operations. Verifies the results, provides documentation. 10. Maintains records on the construction site in an orderly manner, including correspondence, contract documents, change orders, construction change directives, reports of meetings, product data, supplementary drawings, color changes, names, addresses, telephone numbers, principlematerial suppliers. 11. Reviews request for payment with the Architect’s office and Owner. 12. Provides a record of any occurrence of work that might result in a claim for a Change Order or require testimony as a professional witness. 13. Receives and logs samples as required at the site and communicates results with the Architectural or Engineer’s office and Owner. 14. Reviews the Contractor’s record copy of drawings specifications, addenda, change orders and other modifications at intervals appropriate to the stage of construction and provides communication and documentation as to the results. 15. Reviews the list of items to be completed or corrected with the Contractor and Architect’s office for issuance of Certificate of Substantial Completion. 16. Receives from the Architect transmittal of Owners documentation required by the Contractor at the completion of the work, included but not limited to warranties, operation and maintenance manuals. 17. Advocates on the part of the Owner during disputes, disagreements, modifications, or Change Orders. 18. Manages transfer of the building operations to the owner. Limitations of Authority The Owner’s Representative shall NOT: 1. Authorize deviations from the Contract Documents. 2. Approve substitute materials or equipment except as authorized in writing by the Architect and Owner. 3. Personally conduct or participate in tests or third party inspections except as authorized in writing by the Architect or Owner. 4. Assume any of the responsibilities of the Contractor’s, Superintendent or of Sub-contractors. 5. Expedite the work for the Contractor. 6. Have control over or charge of or be responsible for construction means, methods, techniques, sequences or procedures, or for safety precautions and programs in connection with the work. 7. Issue a Certificate for Payment or Certificate of Substantial Completion. 8. Prepare or certify the preparation of a record copy of the drawings, specifications, addenda, Change Orders and other modifications. 9. Reject work or require special inspection or testing except as authorized in writing by the Architect or Owner. 10. Accept, distribute or transmit submittals made by the Contractor that are not required by the Contract Documents. 11. Order the Contractor to stop the work or any portion thereof, except for safety reasons that immediately affect the life and safety of any staff or person. 12. Shall not have conflict of interest in the project.
